Moscow seems to be the issue here. Reminds me of the Scourge from Warcraft. Arthas = Russians/Slav and Orc/Burning Legion (Nerzhul) = Mongols. The Mongols gave power to Moscow to rule over other lands of Eastern Europe and it led to regression of slavic peoples. Thats why Western Europe was always ahead of them.
Human history so far has led to modern democracy. autocracies are remnants of that old age trying to cling to relevance. The only reason we r seeing regression is because 1) the existence of China 2) the hypocrisy of the West (They themselves are also susceptible to corruption of Power).
But I doubt the strength of autocracies. For example, PRC's self-preservation is counter-intuitive to creativity and innovation. Whereas in the US there is no single party rule. The Free Market there creates an environment for People to create better things for Humanity as a whole. Better food, drinks, phones, engines, weapons, etc.
Modern democracy was proven superior ever since the end of the Cold War and I think Humanity will move in that direction.
